Dear Manuel and João,
 
Like all who have seen the TV pictures, we were shocked and saddened by the devastation wreaked on Madeira by the weekend storm.  The destruction of parts of a beautiful island by the forces of nature is a reminder of the elemental power that can hit even the most tranquil of places.
 
Our condolences and sympathy go out to the people of the island, to the people of Portugal and to you.  We will aim to ensure that EU solidarity will be of practical use and value in the difficult process of reconstruction.
